Proposed Development

Modo Bowmanville Urban Towns Ltd. and Modo Bowmanville Towns Ltd. have submitted applications for an Official Plan Amendment, Zoning By-Law Amendment, and Draft Plan of Subdivision at 2050, 2078, 2098 Green Road & 279 Boswell Drive in Bowmanville.

The proposal seeks to develop 980 residential units consisting of:

  • 74 3-storey townhouses
  • 906 apartment units within four buildings ranging from 9 storeys to 12 storeys

The total site area is 9.81 acres (3.96 hectares) in size.

About the Area

This proposal is located beside the Bowmanville West Urban Centre and Major Transit Station Area, which is currently in development and being planned to include a mix of uses with higher population densities and increased building heights to support the future Bowmanville GO Train.

As of June 6, 2024, Provincial Bill 185 became law. Bill 185 removed appeal rights, specifically the rights of neighbours, individuals, companies, and ratepayer groups. This implies that the only option for neighbours to make their case about a development proposal is before Council. In accordance with Sections 22(7) and 34(19) of the Planning Act, an appeal may only be filed by the applicant, the registered owner, Minister of Municipal Affairs and Housing, or a specified person or public body that has interest in the matter.
