The Municipality is seeking public comments before making a decision on an application for a Zoning By-law Amendment and Draft Plan of Subdivision – and we want to hear from you!
Proposed Development
Blackthorn Development Corp. has submitted applications on behalf of 1377019 Ontario Inc. and Bowmanville Estates Inc. & MNR Investments Inc. for a Zoning By-law Amendment and Draft Plan of Subdivision at the former Abe’s Auto Wrecking Yard site and adjacent properties on Concession Road 3 in Bowmanville.
The proposal fits within Clarington's Official Plan requirements for this area and includes plans to develop 119 residential lots and various part lots, including:
- 82 single-detached homes
- 2 semi-detached homes
- 35 street townhouses
- A partial medium density block, to be merged with lands to the east.
The plan also shows the extension of various roads to complete the Northglen Neighbourhood, as well as a park block.
The total site area is 18.68 acres (7.56 hectares) in size.

As of June 6, 2024, Provincial Bill 185 became law. Bill 185 removed appeal rights, specifically the rights of neighbours, individuals, companies, and ratepayer groups. This implies that the only option for neighbours to make their case about a development proposal is before Council. In accordance with Section 34(19) of the Planning Act, an appeal may only be filed by the applicant, the registered owner, Minister of Municipal Affairs and Housing, or a specified person or public body that has interest in the matter.
