The Municipality of Clarington will be presenting the draft Soper Springs Secondary Plan and associated Official Plan Amendment on May 12, 2025 - and we want to hear from you!
This area is located on the north side of Bowmanville. It is generally bound by Liberty Street North to the west, Concession Road 3 to the south, and Lambs Road to the east. The northern boundary runs aligning with the Bowmanville urban boundary.
The vision includes creating a compact, complete, connected and walkable community, leading to a sustainable built form (how a community looks and feels) that protects the significant natural environment, promotes alternative modes of transportation, and supports a healthy lifestyle for current and future generations.
The plan also supports the development of a mixed-use neighbourhood with a variety of housing types and services, all while being surrounded by green space.
The development of this Secondary Plan includes an Environmental Assessment (EA) for new road infrastructure, which is subject to Schedule ‘C’ of the Municipal Class EA process. The study will use an integrated approach to ensure it meets the requirements of both the Environmental Assessment Act and the Planning Act.

In accordance with Sections 22(7) of the Planning Act, an appeal may only be filed by the applicant, the registered owner, Minister of Municipal Affairs and Housing, or a specified person or public body that has interest in the matter.
If a person or public body would otherwise have an ability to appeal the decision of the Municipality of Clarington to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Municipality of Clarington before the proposed official plan amendment is adopted, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the Municipality of Clarington before the proposed official plan amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

Thank you to everyone who joined us at Public Information #4 to learn about anticipated housing types, schools, and park locations for Soper Hills and Soper Springs, two neighbourhoods located in Bowmanville. The design of both neighbourhoods is guided by environmental work being completed as part of the Soper Creek Subwatershed Study.

The proposed new major roads to service the Soper Springs Secondary Plan are subject to Schedule ‘C’ of the Municipal Class EA. The EA will proceed through the “Integrated Approach” with the Planning Act as outlined in Section A.2.9 of the Municipal Class EA Manual (Municipal Engineers Association, October 2000, as amended in 2007, 2011 and 2015), which is an approved process under the Ontario Environmental Assessment Act.
The “Integrated Approach” recognizes the desirability of integrating and coordinating the planning and approval processes to satisfy the requirements of the Planning Act and Environmental Assessment Act.
The Soper Springs Secondary Plan Terms of Reference was presented at the Planning and Development Committee meeting on April 23, 2018. The Soper Springs Secondary Plan will become part of the Official Plan, providing detailed direction on land use, transportation, infrastructure, phasing of development and urban design.
