The Municipality has received complete applications for a proposed Regional Official Plan Amendment, Clarington Official Plan Amendment, Zoning By-law Amendment, Draft Plan of Subdivision, and Site Plan Approval. The Municipality will proceed with processing the applications in accordance with the Planning Act.
Notice of a Statutory Public Meeting to explain the application and receive public comments will be provided once a meeting has been scheduled.
Proposed Development
Batory Planning + Management has submitted applications on behalf of Mearns Avenue Limited Partnership for a Regional Official Plan Amendment, Clarington Official Plan Amendment, Zoning By-law Amendment, Draft Plan of Subdivision, and Site Plan Approval at 933 Mearns Avenue in Bowmanville.
The proposal includes plans to develop 472 residential units, which will be separated into three sites:
- Site A (located on the west side of the property) proposes 298 townhouses and semi-detached units on a public road network.
- Site B (located on the northeastern side of the property) proposes an apartment building with 90 units on a private lane.
- Site C (located southeast of Site B) proposes 84 townhouses and semi-detached units on private lanes.
- Southeast corner of Mearns Avenue and Concession Road 3 in Bowmanville.
The total site area is 85 acres (34.5 hectares) in size.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the Municipality of Clarington before the proposed official plan amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
